Aim - The "Order and Acceptance of Goods" workflow is being developed using a competency-based approach based on an analysis of the distribution process in pharmacy organizations.
Material and methods. The objects of the study were the pharmacy organizations of the Orel region, and the information data was based on regulatory documents in the field of drug circulation; logs of registration of the results of acceptance control and documents recording the results of internal audits; data from questionnaires of a sociological survey of pharmaceutical specialists. Research methods: content analysis, information retrieval method, comparative analysis, systematization, logical, analytical, sociological (questionnaire).
Results. The study revealed problematic aspects in the ordering and acceptance of goods: pharmaceutical specialists make erroneous orders; pharmacy visitors refuse to buy goods by pre-order; not all suppliers accept goods for return; not all pharmacies implement independent orders, often a centralized order is used, which can lead to an excess or lack of assortment; when accepting goods, there is a mis-sorting of series, shortage or surplus. There are problems when working with the marking of goods in the system "Honest sign": it takes a lot of time to scan the Data Matrix code; some packages are poorly marked, requiring re-scanning or return to the supplier; and technical support for the drug movement monitoring information system is unavailable for extended periods. A survey of pharmaceutical professionals revealed that these issues arise due to staff time constraints and inefficient job assignments.
Conclusion. A workflow model "Order and Acceptance of Goods" based on a competence-based approach, a computer program "Calculator for Calculating the Insurance Stock of Goods", and recommendations for creating standard operating procedures for organizing procurement and acceptance of pharmaceutical products have been developed to optimize the process of ordering and accepting goods in pharmaceutical organizations.
